comment. A change is proposed, then approved or rejected by somebody else, and
the record says which. Nothing here is approved because a model said so.
Where every document is
Five stages, and the numbers are real — this is the corpus, not an
illustration. Nothing moves on its own: reading costs money and only an admin starts
it, and nothing reaches Approved without a named person approving it.

Anyone who can comment can add a document. It arrives as a
draft and is not read by any model — processing costs money and only
Shain can start it. Upload it here and it appears in the list straight away.
